Q: Who is the Holy Spirit?
The Holy Spirit is the Helper who was promised by Jesus to be sent to all men upon his return to heaven as written in John 14:16. He is described as the Spirit of Truth and also as the third “Person” of the Trinity. The Holy Spirit has attributes of a person. The Holy Spirit has a mind (Romans 8:27), possesses emotions as He can possibly be grieved (Eph 4:30) and has a will (1 Cor 12:11).

Speaking in tongues means praying in a supernatural, unknown (to the speaker) language when a Christian receives the Holy Spirit in his/her life (Acts 2:4). Speaking in tongues known also as praying in the Holy Spirit is used to build faith (Jude 20) and its main purpose is for personal prayer and worship (1 Corinthians 14:6).
